TURKEY: Pope Benedict XVI's visit and religious freedom

Pope Benedict XVI's visit to Turkey spotlights religious freedom, notes Otmar Oehring of the German Catholic charity Missio . Some are optimistic that the new Foundations Law will resolve property problems for the organisations allowed to non-Muslim communities, but this has yet to be seen. Astonishingly, Deputy Prime Minister and Minister of Foreign Affairs Abdullah Gul may not meet Pope Benedict. Officials fear that the Pope may discuss the problems facing Catholics and other religious minorities, including Muslim minorities. In this personal commentary for Forum 18, Dr Oehring maintains that – despite hopeful signs such as several Protestant churches gaining association status – there has been little overall progress this year in religious freedom. For example, minorities such as the Syriac Orthodox do not have the legal right to undertake activities essential for a functioning peaceful religious community.

TURKEY: Little progress on religious freedom

Despite hopes, there has been little progress in achieving true religious freedom in Turkey, argues Otmar Oehring of the German Catholic charity Missio. Delays in changing the Foundations Law; declining official interest in acting on EU and Council of Europe advice; the lack of concrete impact of limited changes in the way the state records individual religious affiliation; "massive nationalistic indoctrination" in schools; and continuing systematic discrimination against Muslim and non-Muslim minorities contribute to Turkey's religious freedom deficit. In this personal commentary for Forum 18, Dr Oehring maintains that the Turkish government no longer seems willing to improve the religious freedom and human rights situation. Many think that EU accession negotiations may fail, and he suggests that this is likely to end any progress towards religious freedom.

COMMENTARY: A murder in Turkey, missionaries and Turkish-language books

Since the murder of Italian Roman Catholic priest Fr Andrea Santoro, much discussion has taken place within Turkey as to why this happened. This mainly centred on the controversy over the Danish cartoons of Mohammed, and on Fr Andrea's work helping Russian women caught up in organised prostitution. But some discussion focused on the presence of Christian literature, in Turkish, at the back of Fr Andrea's church, notes Canon Ian Sherwood, an Irish priest who has been Anglican Chaplain in Istanbul http://web.archive.org/web/20080229064600/http://www.anglicanistanbul.com/ since 1989. In this personal commentary for Forum 18 News Service http://www.forum18.org, he observes that even "liberal" voices see any attempt to express or commend Christianity in Turkish as suspiciously criminal, or at least intellectually unacceptable, and the liberty to distribute non-Islamic texts has been seen as unacceptable in Turkey for centuries. Canon Sherwood asks whether the time has now come to shed this misplaced suspicion and fear of a reasonable liberty.

COMMENTARY: What are the roots of Turkey's attitude to religious freedom?

In this personal commentary for Forum 18 News Service http://www.forum18.org he notes that "one has to keep reiterating that minorities are Turkish by modern citizenship but often are made to feel foreign, even if their customs and deeper ethnic identities predate the majority culture by many centuries." The deep-rooted problems of non-Islamic religious minorities are "principally an innate social attitude that rests very much deeper than anything that could be usefully addressed by European regulation." He comments that observers find it difficult to understand "the injustices experienced by minority religious groups." These "seem to be particular to Turkey, as Turkey struggles to face west with an Islamic and eastern inheritance."

TURKEY: Religious communities need fundamental reform of Constitution

Long-running attempts to improve the Law on Foundations are not the way to introduce true individual and collective religious freedom in Turkey, argues Otmar Oehring of the German Catholic charity Missio. Only some religious minorities are allowed such foundations, while foundations that do exist are subject to intrusive government interference. In this personal commentary for Forum 18, Dr Oehring maintains that Turkey needs instead to tackle the fundamental problem of the lack of religious freedom. This can best be done, he contends, by both changing the Constitution and bringing in an accompanying law to concretely introduce the full individual and collective religious freedom rights spelled out in the European Convention on Human Rights.

TURKMENISTAN: More pressure against Islamic religious practise

Turkmenistan appears to be increasing pressure against Islam religious practise, Forum 18 News Service has learnt. A human rights activist has told Forum 18 of increased moves against practising male Muslims visiting mosques in northern Turkmenistan, including two arrests. The MSS secret police officers have made imams hang a list of mosque-goers above the doors to their mosques, and now only those whose names are on the list are allowed to visit that mosque. Turkmenistan's deputy mufti, Atash Zamedov, refused to answer Forum 18's questions about lists of names hung over mosque entrances. Also, after the reduction of student numbers and dismissal of foreign Turkish lecturers at the Muslim theological faculty in Ashgabad, Forum 18 has learnt that all local Turkmen teachers and technical staff as well have been dismissed and replaced with new appointees.

TURKMENISTAN: Religious freedom survey, October 2005

In its survey analysis of religious freedom in Turkmenistan, Forum 18 News Service reports on the almost complete lack of freedom to practice any faith, including denials of the right of legally registered religious communities to worship. In a typical example of this approach - which other religious minorities have also experienced - police raided a legally registered Baptist church in northern Turkmenistan, claiming that "individuals can only believe alone on their own at home." Unregistered religious activity continues – in defiance of international human rights agreements – to be attacked. There has been an increase in attempts to impose a state religious personality cult of President Niyazov on all Turkmen citizens, with mosques being particularly targeted. Turkmenistan continues to fail to implement its international human rights commitments, and also continues to take direct governmental action to deny religious freedom to peaceful Turkmen citizens.

TURKEY: Is there religious freedom in Turkey?

The European Union (EU) must make full religious freedom for all a core demand in the EU membership negotiations with Turkey which have just begun, argues Otmar Oehring of the German Catholic charity Missio in this personal commentary for Forum 18. Dr Oehring also calls for people inside and outside Turkey who believe in religious freedom for all to honestly and openly raise the continuing obstructions to the religious life of Turkey's Muslim, Christian and other religious communities. He analyses the limited, complex and changing state of religious freedom in the country. In particular, he notes that Christians of all confessions, devout Muslim women, Muslim minorities, and other minority religions face official obstacles in practicing their faith and (in the case of non-Muslims) strong social hostility.

AZERBAIJAN: Jailed for sharing faith, "non-constructive teaching" and "creating tensions between family members".

One Baha'i, Tavachur Aliyev, has been jailed for ten days, allegedly for not obeying the police, but really for sharing his faith, Baha'i sources have told Forum 18 News Service. Forum 18 has also been told that 18 Muslims were also jailed for two weeks, on charges of giving "non-constructive teaching" and "creating tensions between family members". The imprisonments took place during a fresh crackdown on religious activity in the exclave of Nakhichevan (Naxçivan), between Armenia, Turkey and Iran. Other religious communities such as the Seventh-day Adventists have also suffered at the hands of the authorities, who deny that religious persecution takes place in the exclave, and also decline to talk to Forum 18.

AZERBAIJAN: Why are religious communities in Nakhichevan "crushed"?

Adventist leaders have told Forum 18 News Service that their community in Nakhichevan (Naxçivan), an exclave between Armenia, Turkey and Iran, has been "crushed," and the police have banned them from meeting. Baha'is have told Forum 18 that "we can't do anything in Nakhichevan," and the imprisonment of one Baha'i and 18 Muslim imams has been reported. Imam Ilgar Ibrahimoglu told Forum 18 that "in Nakhichevan officials are more open about persecution than elsewhere." This opinion was backed by Professor Ali Abasov, president of the Azerbaijani branch of the International Religious Liberty Association, who said that "there is no democracy, no free media and no human rights in Nakhichevan." Asked by Forum 18 why, he responded with a grim laugh: "The authorities don't want it," insisting that the Nakhichevan authorities are doing what the authorities in the rest of Azerbaijan would like to do. The authorities have repeatedly denied any religious persecution and have declined to talk to Forum 18.
