BELARUS: "We are reclaiming our history as a land of religious freedom"

Concern is growing across Europe about the deterioration of freedom of conscience in Belarus. Few are aware, however, that Belarus was once a haven of religious freedom for people fleeing persecution in Western Europe. In this personal commentary for Forum 18 News Service http://www.forum18.org, Antoni Bokun, pastor of Minsk's John the Baptist Pentecostal Church, describes how Belarusians' historical experience has taught them that "religious freedom elevates our nation, whereas religious un-freedom leads to the darkest and most tragic consequences." In 1573 - almost 400 years before the Universal Declaration of Human Rights - Belarusians adopted one of Europe's first legal declarations upholding religious freedom for all, when many other European states executed people for their faith. Pastor Antoni maintains that it is this deep-rooted experience which lies behind today's campaign against religious freedom restrictions. "Inspired by our long history of freedom of conscience, Belarusians continue to work and hope for the day that our country will reclaim its heritage as a land of religious freedom." In 2007 Pastor Bokun spent three days in prison and was heavily fined for leading worship services.

BELARUS: Why were Catholic priests and nuns expelled?

Seven Polish Catholic priests and five nuns were forced out of Belarus at the end of 2006, Forum 18 News Service notes. Fr Mariusz Iliaszewicz told Forum 18 that his high level of activity, including youth and alcohol rehabilitation meetings open to all, was responsible for the expulsion decision. Another expelled priest, Fr Jaroslaw Hrynaszkiewicz, expressed similar thoughts to Forum 18. Fr Mariusz commented that "They don't want priests who work and try to develop their faith. Anything a priest says is considered political – if he talks about the lack of truth or freedom in Belarus he is immediately considered an opponent of the system. But there are grave violations of human rights in Belarus." Speaking of a protest hunger strike – which has now stopped - Fr Mariusz noted that he was astonished by the parishioners' own initiative. "They overcame fear - solidarity is beginning even in these little villages." A parishioner told Forum 18 that a Belarusian parish priest was now in the parish and that local Catholics have been given "no reasons, no answers," for the expulsion. However, Forum 18 was told "we all support" their expelled priest. The Belarusian Consulate in Warsaw has warned priests on short visits "not to engage in any religious activity."

BELARUS: 12 Catholic priests and nuns face expulsion

"No reasons whatsoever" have been given for Belarus' decision to refuse annual visa renewal for 12 Polish Catholic priests and nuns, the Dean of Grodno's Catholic Cathedral has told Forum 18 News Service. The 7 priests and 5 nuns have been working in different parishes of Grodno Diocese for about ten years, but have been ordered to leave Belarus by 2007. "This is the first time so many have been refused permission to renew their visas," he told Forum 18, adding that nothing of the kind has happened in the other three Catholic dioceses in Belarus. Grodno region's main religious affairs official did not answer Forum 18's questions. But Aleksandr Kalinov of the State Committee for Religious and Ethnic Affairs in Minsk maintained that "sufficient argumentation, foundation" is necessary in order for a foreign priest to come to Belarus. Of the 350 or so Catholic priests in Belarus, more than half are foreign citizens. Two did not have their annual visas renewed at the end of 2005, and were thus forced to return to their native Poland.

TURKMENISTAN: "What will registration give us?"

Despite making several registration applications, the Armenian Apostolic Church community in Turkmenistan's capital Ashgabad has still not been given state registration, Forum 18 News Service has learnt. Some religious communities have considered registration – including Protestants, Catholics and the Jehovah's Witnesses – but have not yet applied. Protestant congregations are sceptical about their chances of gaining registration. Forum 18 has been told that during interrogations of ethnic Turkmen Protestants, they are told to report everything that happens in their churches to the authorities. "You have to do this if you're registered," they are told. A Catholic parish has not applied for registration, as they are not allowed to have a foreign priest leading the parish. Jehovah's Witnesses told Forum 18 that "there's still the very important question: what will registration give us? Others have got registration and it hasn't helped them."

BELARUS: "The state does not interfere in the activity of religious organisations"

A Pentecostal leader in Belarus, Gennady Akhrimovich, is facing a fine for organising a Bible study group within his congregation, Forum 18 News Service has learnt. However, Tatyana Zhitko, head of the local Ideology Department, has refused to say why this is happening. "Why are you calling me?" she complained. "I don't know your publication and I'm not prepared to give you any information." Akhrimovich's New Generation Church is facing state threats to its place of worship, like the Minsk-based New Life Church which is now facing a forced sale of its worship building to Minsk City Property Department. Meanwhile, two Protestants jailed for illegal religious activity have been freed. And despite the expulsion of Catholic priest Fr Robert Krzywicki, Vladimir Lameko of the state Religious Affairs Committee has told Fr Robert's parishioners that "the state does not interfere in the activity of religious organisations."

BELARUS: Why were Catholic priests expelled?

Fr Robert Krzywicki, one of two Catholic priests expelled from Belarus at the end of 2005, has told Forum 18 News Service that he thinks his expulsion was decided by the central Religious Affairs Committee in the capital Minsk. When Forum 18 questioned Vladimir Lameko, vice-chairman of the State Committee for Religious and Ethnic Affairs, he stated that he did not know of the expulsion. Fr Robert has not been given a reason for the decision. He was parish priest of the Descent of the Holy Spirit parish in Borisov. The local District Executive Committee referred Forum 18's enquiries to the Ideology Department of the town's Municipal Executive Committee, who were unavailable for comment. Asked by Forum 18 whether his expulsion was connected with political activity, Fr Robert said that he had criticised state ideology. "In my sermons I spoke about Christ and the authorities saw it as being political." Fr Jozef Petushko of Borisov's second Catholic parish told Forum 18 that Fr Robert "wasn't guilty of anything." The Catholic Church faces tight restrictions on foreign priests invited to work in Belarus.

BELARUS: Catholic priest expelled and pressure on Baptists mounts

Catholic priest Fr. Robert Krzywicki, who was ordered with another priest in mid-December 2005 to leave Belarus by the end of the year, left the country on 27 December. He had served as a priest in the town of Borisov [Barysaw], north-east of the capital Minsk, for 12 years, and his supporters gathered with flowers and gifts on the steps of the parish church to see him off. No reason was given for the decision and Fr. Krzywicki told Forum 18 News Service that "I committed no crime." Baptists from across the country have told Forum 18 that pressure has also begun to mount on their congregations. In western Belarus for example, a member of a small village congregation told Forum 18 from Brest that "there are incidents all over the place. We don't know why things changed for the worse, but we don't believe the pressure has ended." Church members have appealed to the authorities in Brest and the capital Minsk against violations of their rights.

BELARUS: Why no full TV broadcast of papal funeral and inauguration?

About 20 per cent of Belarus' population is Catholic, but less than an hour of the late Pope John Paul II's funeral mass and none of Pope Benedict XVI's inauguration was broadcast on state TV, Forum 18 News Service has found. The only Catholics able to view full live coverage of the funeral were those who can receive terrestrial Polish TV. Catholics were surprised by the small amount of TV coverage, but, "there was no outcry," a Catholic laywoman told Forum 18. That the inauguration of Pope Benedict XVI was not shown on Belarusian television, and given next to no coverage in news broadcasts, "offended us a bit as we wanted to hear about who the new pope was," a Belarusian Catholic journalist remarked to Forum 18. She did not believe the lack of television coverage to be the result of Belarusian state policy, a view supported by Ilona Urbanovich-Sauka of the independent Belarusian Association of Journalists. She told Forum 18 that her colleagues had encountered no evidence of a bar on broadcasting recent Vatican developments. Several believed that the minimal coverage simply reflected unprofessionalism.

RUSSIA: Mixed visa fortunes for foreign Catholic clergy

The visa situation for foreign Catholic clergy in Russia is mixed, Forum 18 News Service has found, with the length of visas granted varying from region to region. Some regions have a positive attitude to Catholic clergy, with others having a decidedly negative attitude, head of the Catholic Church in Russia Archbishop Tadeusz Kondrusiewicz citing differing visa restrictions as being among the main problems faced by Catholic clergy in Russia. Foreign clergy are important for the Catholic Church in Russia, as there are only a relatively small number of ordained Russian nationals. This is because only two Catholic parishes and no seminaries were allowed to function in Soviet times. Priests in different regions have told Forum 18 that what they describe as "the human factor," rather than the law, is important in determining the length of visa they receive. None of the seven Catholic clergy denied entry to Russia since the beginning of 2001 have been able to return, but no more have been expelled.

BELARUS: Close supervision of religious life is central policy

Forum 18 News Service has definitively found that close supervision of religious life in Belarus by local officials is an integral part of current central policy. It is not either a dwindling vestige of Soviet practice or the result of individual arbitrariness. The evidence for this is contained in a letter which Forum 18 has seen from the vice-chairman of the State Committee for Religious and Ethnic Affairs, Vladimir Lameko. The letter sharply criticises lower-level state officials for not diligently monitoring religious communities.

BELARUS: Religious freedom survey, November 2003

In its survey analysis of the religious freedom situation in Belarus, Forum 18 News Service notes the various ways in which the Belarusian state limits religious freedom. These include denial of state registration, breaking up home worship meetings, restrictions on religious events held in public, refusal of permission to build, purchase or reclaim premises, and restrictions on the right to invite foreigners for religious work. Although there is a strong Soviet-era tradition of state hostility towards religion in Belarus, government officials currently seem willing to give at least symbolic support for the Belarusian Orthodox Church if this is thought to serve the government's geopolitical interests.

BELARUS: An Orthodox Nation?

President Aleksandr Lukashenko has implied that Belarus is an Orthodox nation. However this is strongly disputed by those who point to the long history and present existence on Belarusian territory of other confessions. It has been suggested to Forum 18 News Service by an anonymous Orthodox source that the reason for the President's claim is that he "can't reject religion outright as it is too significant, so he needs to be able to rely on it." So, "he takes the first thing which comes to hand and is the largest – the Orthodox Church – not because he is Orthodox or because he cares about the Church but only because of that." An anonymous Protestant source agreed that politicians in Belarus were trying to use the Orthodox Church for political purposes.
