On 2 December 2003, Jubilee Campaign NL published a report on religious freedom in the new and future European Union accession states, compiled with the assistance of Forum 18 and others.

The report analyses the religious freedom situation in law and practice in the ten states due to join the EU in May 2004, four states - Bulgaria, Croatia, Romania and Turkey - due to join in 2007 or later, and four other states of the region - Albania, Belarus, Moldova and Ukraine.
